Kazakhstan and UAE Agree on Mutual Recognition of Driver’s Licenses

Starting July 25, 2026, citizens of Kazakhstan and the United Arab Emirates will benefit from a new bilateral agreement concerning the mutual recognition of driver's licenses. This legislative update eliminates the requirement for international permits for short-term visitors and simplifies the administrative process for long-term residents. The initiative is designed to foster greater mobility and strengthen tourism and economic ties between Astana and Abu Dhabi, reflecting a significant step in diplomatic cooperation.

Simplified Regulations for Tourists and Residents

Under the new regulations, travelers from Kazakhstan visiting the Emirates for tourism or business purposes will no longer need to obtain an International Driving Permit (IDP) to operate passenger vehicles. This change significantly reduces the bureaucratic burden on vacationers and business professionals navigating cities like Dubai or Sharjah. Furthermore, the agreement addresses the needs of expatriates who relocate for professional or personal reasons.

"Citizens of Kazakhstan moving to the UAE for permanent or long-term residence will be able to exchange their driver's licenses without taking additional exams", stated Alibek Kenispayev, Deputy Chairman of the Administrative Police Committee of the Ministry of Internal Affairs of Kazakhstan.

The bilateral treaty covers several specific areas of motor vehicle operation and administrative exchange. These provisions ensure that both legal systems align their safety standards and documentation requirements. The primary objectives include:
